The phrase "directive to which" is correct and usable in written English.
It can be used when referring to a specific directive or instruction that is being discussed or referenced.
Example: "The committee reviewed the directive to which all members must adhere."
Alternatives: "directive that" or "instruction to which".
The drugstore chain announced the new policy in a Nov. 21 directive to employees, which stated: "All individuals have a right to use restroom facilities that correspond to the individual's gender identity, regardless of the individual's sex assigned at birth".
