The phrase "dimmed out" is not a standard English expression and would not be suitable for use in formal writing.
However, in informal or spoken English it could be used in situations where one wishes to express a gradual but significant decrease in something - for example, "Attendance at the school's sports events has dimmed out in the past few years".
