In response to Dr Gwilym's comments, Mr Jones said: "The Silk Commission made 33 detailed recommendations that would fundamentally alter the Welsh devolution settlement in terms of financial powers.
He asked: "Is control over tenancy now on the table in terms of devolution?" Khan said, reasonably enough: "Who knows?" He revealed that it hadn't been on the table of the previous communities secretary, Greg Clark, with whom progress on housing issues in general had been good.
"We've seen that they [Labour] have failed to match the other parties in terms of devolution commission reports and of course we have had this suffocating control of Westminster during this period.
"Attention will now turn to the changes likely to take place following the referendum, particularly in terms of devolution of powers - this process will be closely followed in Ireland.
This is the battleground in terms of future devolution.
She said that if the Welsh government got "that reassurance, that clarity we can sign up to it, then of course you could consider beginning to make a start in terms of considering tax devolution".
"I think Greater Manchester is probably the most advanced of all the regions in terms of being ready for devolution".
Yet such is the popularity of Mr Salmond's constitutional argument it would have been prudent to spell out a far more compelling alternative, in terms of a promise of further devolution to Scotland, than Mr Darling has done.
