They said extending the preserve was the quickest and surest way to stop development of core parcels that recharged South Fork aquifers.
While the new legislation has not yet taken effect, its principles are being applied in the planning for the development of two parcels owned by Southold-based Cove Beach Estates.
Encore officials first filed plans with Osceola County officials for development of that parcel in April 2014, when the project was a mixed-used site called Rolling Oaks.
Mr. King insists that the tasteful development of the two parcels is the sensible way to preserve one of the world's largest cathedrals, with 500,000 visitors annually, and its outreach mission.
While no formal agreement on the swap of development parcels has been reached with that developer, the Mills Corporation of Arlington, Va., Mr. Stern said that he found this "sole source contract" for a valuable development tract to be "the most egregious part" of the development plan.
But now the pond is threatened, many residents fear, by the proposed development of an adjacent parcel of land.
Now his name is connected with another high-profile project -- the development of a choice parcel of land near the East River in Midtown Manhattan.
"I don't have a conceptual problem with the arena moving to Newark," said Mr. Stern, whose company owns more than $500 million in Newark real estate and has city-designated development rights on a number of parcels.
The redesigned detention center "will ensure that inmates and city personnel should not be able to view into the new residential and/or commercial developments nor should the occupants of the development parcels be able to view into the jail," it states.
