Both local authorities and communities residing in the Natura areas think that the programme is a hindrance, rather than a help in the economic development of municipalities or regions, as was initially supposed.
One aspect where the project design could have been better elaborated relates to the role of MMBs as it pertains to the water sector as opposed to other issues having social significance – in the context of the overall scope of work of municipalities, as well as linking the outcome envisioned under this program to strategic development of municipalities.
