In many resource-constrained settings it has its roots in hierarchical notions of the supervisor as the overseer [ 18], whose role is ensuring that the health system's requirements are met, rather than addressing the development of skills and competencies of individual health workers [ 19].
Provision of in-service training should take into account the relevance of the training to the needs of HWs and adopt a practical approach that essentially accelerates the development of the task-relevant skills and competencies of HWs, while the supervision mechanisms should be reviewed so that it contributes to boosting the quality of care and worker motivation.
The rationale for this paper is that charting these issues and identifying gaps in the field will assist the further development and refinement of competency frameworks for Australian nursing.
