WHO Afghanistan in collaboration with the NTP, and Stop-TB partnership at the Eastern Mediterranean Regional Office EMROof of the WHO developed the terms of reference for this study to examine the developments occurring during the period from 2001 to 2011.
After developing the Terms of Reference, 11 academic/research institutions located in Bahrain, Egypt, Jordan, Iran, Kuwait, Morocco, Palestine, Sudan, Tunisia, United Arab Emirates, and Yemen were contacted through initial letters of invitation.
A mid-level manager with a long-time career and field experience developed the terms of reference and served as chair.
The second part of the handbook explains how to manage equity-focused evaluations, presenting the key issues to take into account when preparing for equity-focused and developing the Terms of Reference.
Table 3 below includes details for each study on who decided on the membership of the CAB, how the CAB members were selected and who developed the Terms of Reference for the CAB.
Identification of potential CAB members from the community and their participation in developing the terms of reference for CABs was perceived to have contributed to the success of the CAB.

There were therefore no specific programs in the national and provincial health departments and no budgetary line for NCD prevention up until the signing of the agreement, which lay the terms of reference for developing NAP-NCD [ 17].
In the other studies, the terms of reference were developed either by the research team alone (one study), with the CAB and the research team (1 study), with community leaders (1 study) or with the sponsor (1 study).
Based on this and the terms of reference, (See Annex 1), a conceptual framework was developed with accompanying methods involving qualitative research including for focus-group discussions and key informant interviews.
