Matter is a determinable made determinate by form.
In the Meno (74ff), Plato develops the notion of determinable and determinate.
Similarly, rest mass and rest mass of 3 kilograms are a determinable and a determinate, respectively.
There the properties themselves are determinates falling under a determinable, e.g., crimson and scarlet under red, red under color.

The concepts of determinables and determinates were popularized by the Cambridge philosopher W. E. Johnson.
Specifically, SSDI and SSI initial and ongoing eligibility criteria require that eligible applicants have a medically determinable disability expected to last at least 12 months or result in death and be unable to engage in substantial gainful activity (SGA).
To say that it is indeterminate what properties an object appears to have is to say that the object appears to instantiate some determinable, but there is no specific determinate falling under that determinable that it appears to instantiate.
