"desperately by" is not a correct phrase in English
It is possible that you are thinking of two separate phrases, "desperately" and "by." "Desperately" is an adverb that describes an action done with urgency or great need. "By" is a preposition that can show location, method, or time. You could use "desperately" and "by" in a sentence separately, such as "He desperately searched for his lost keys" or "She walked by the park on her way home." An example of using both words in a sentence could be: "I waited desperately by the phone, hoping for a call from my lost love." This would mean that the speaker is waiting with great urgency next to the phone, hoping that their lost love will call.
