"Are we making a difference by doing things in the most deprived communities?
It also noted deprived communities were more likely to be exposed to poor air quality.
It is more common in dark skinned people, but also in deprived communities, black and white.
"This will force schools in our most deprived communities to pay staff less," he said.
A cadre of "community organisers" will be trained to support social action in deprived communities.
