Monday brought news of a covertly recorded speech to big donors in which Romney said: "There are forty-seven per cent of the people who will vote for the President no matter what … who are dependent on government, who believe that, that they are victims, who believe that government has the responsibility to care for them".

Romney, who inherited much of his wealth and gamed the tax code to earn the rest, was roundly criticized when he said, "the 47percentt who are with [President Barack Obama], who are dependent on government, who believe that, that they are victims, who believe that government has the responsibility to care for them.
After Mother Jones released a video of Mitt Romney, the Republican presidential candidate, at a fund-raiser in May saying 47 percent of Americans were "dependent" on government and believed that they were victims entitled to its help, millions of old and new readers tuned in.
Beliefs (or anyhow perceptual cognitions and their verbalizations) are dependent on concepts (to believe or say that there is a pot on the floor, one must possess the concepts of "pot" and "floor").
