A new group, the multi-agency safeguarding hub (Mash), which sees the police, health and social security departments pooling resources, is expected to be running from September.
To give this tangible expression, the setting of the cap should be combined with experiments in joint budgeting between departments and pooled budgets for our major cities, over multiyear periods.
We encourage departments to pool their resources for membership.
These clubs could become multidisciplinary: mental health services, education, leisure and social care departments could pool their budgets through the clubs to provide consistent loving care for these children, as opposed to the medicalised, institutionalised intervention currently provided.
