If you are trying to express the idea of someone demanding something, the more commonly used phrase would be "demanding of" or "demanding for." For example, "She is very demanding of her employees" or "He can be quite demanding for attention." Alternatively, you could use the phrase "demanding by nature" to describe someone who tends to be demanding or assertive in general. For example, "She is quite demanding by nature, always striving for perfection." I cannot think of a suitable example that would require the phrase "demanding by," as it is not a commonly used phrase. It is possible that it is used in certain specialized fields or dialects, but for general written English, it is best to avoid using this phrase.
