A review of the Bush administration's deliberations and actions in the summer of 2001, based on interviews with current and former officials and an examination of the preliminary findings of the commission, shows that the White House's impulse to deal more forcefully with terrorist threats within the United States peaked July 5 and then leveled off until Sept. 11.
We do not, after all, the externalist will remind us, see this movement occur in all moral agents; some will judge it right to φ without coming to want to φ. Externalists typically take it as a point of common sense observation that wide variation exists in the impact moral judgments have on people's feelings, deliberations, and actions (Svavarsdottir 1999, 161).

According to causal determinism, however, one's deliberations, choices, and actions will often be necessary links in the causal chain that brings something about.

Reflection on these factors gave rise to fatalism the view that one's future or some aspect of it is predetermined, e.g., by the gods, or the stars, or simply some facts about truth and time in such a way as to make one's particular deliberations, choices and actions irrelevant to whether that particular future is realized (recall, e.g., the plight of Oedipus).
(Note that "agent" here stands for an entity, usually an individual person, that is capable of deliberation and action).
(Mutatis mutandis, the same holds for the single common agent of various bits of deliberation and action).
For the principles of justice imply that no matter what position you occupy in society, you will have the rights and resources needed to maintain your valued commitments and purposes, to effectively exercise your capacities for rational and moral deliberation and action, and to maintain your sense of self-respect as an equal citizen.
Views that do not assign a privileged place in rational deliberation and action to the agent's overall assessment of her options risk making akratic action seem no more problematic than Julie's or Jimmy's decisions, or Hare's agent who fails to pick up the roundest stone in the vicinity.
