It had appeared that the six days of deliberations were going to produce a disaster for the Metropolitan police when the jury found law enforcement had not done enough to gather and react to intelligence Duggan may be seeking to acquire a gun.
On Thursday morning, about an hour after resuming work for the day, the jurors sent a note to Judge Thomas C. Platt saying their deliberations were going nowhere and they could not reach an agreement.
"If the Department is going to be able to influence policy deliberations, we need to have a reputation for engaging responsibly in those deliberations," it states.
"2017 is going to be very much open to deliberations," Steven Kalmin, finance director, told Bloomberg.
"You can charge it, but getting a conviction is going to be difficult," said one person with direct knowledge of the deliberations among prosecutors.
"Racial comments have been made to the effect that if the situations were reversed, deliberations might be going easier". He declined to discuss the views of individual jurors.
They would have acquitted her of resisting arrest, jurors said, but for the lone holdout who, according to other jurors, said on the first day of deliberations Thursday, "I am going to hang this jury".
He said: "We shall continue our deliberations, the institutions are going to look again at the two documents - our documents and their own, there will be discussions with the Greek government, and we'll continue until we find a solution".
"Really what he was saying was 'don't vote for the interests of your constituents, vote for the interests of your colleagues, because we want to keep the majority,'" the aide said, speaking on the condition of anonymity as the event involved internal GOP deliberations. "It's going to be a rough road again.
"The venom is gone," a senior official who witnesses many of their deliberations said this week.
