To fully understand what defines consciousness, we need more than a single measure of information flow.

Given that Locke's defines consciousness itself as 'the perception of what passes in a Man's own mind' (II, 1, 19), if we can observe (and hence perceive) succession in our own minds, we are surely conscious of it too.
