Last week, the Canadian group sent an e-mail to schools urging them to defer tuition payments and asking that they lend Libyan students living expenses to last through June, if the scholarship funds indeed run out.
The business secretary also highlighted other policy changes he felt would help skills development, including the expansion of the apprenticeship programme and the government's decision to allow part-time university students to defer tuition fee payment.
He was accepted as an undergraduate at the University of Minnesota, deferring tuition costs by joining Naval ROTC.
In past years, when the governor proposed deferring 25percentt of tuition assistance until graduation, his aides portrayed it as an incentive for students to graduate quickly.
In state after state, tuition and class size are rising, jobs are being eliminated, maintenance is being deferred and the number of nonresident students, who pay higher tuition, is increasing.
The government says it can no longer afford the system: for every £100 a student borrows to defer the payment of tuition fees until after graduation, the government pays about £35.
That translates into a lot of dreams deferred, because students who are assigned remedial coursework in college — for which they earn no credit but pay full tuition — rarely complete their degrees (pdf, p. 63).
"We've made the case over the past several years that the revenue we're receiving from tuition fees and the state is not enough to support this institution, whether for enrollment growth, mandatory costs or deferred maintenance in infrastructure," Uhlenkamp said.
In Australia and Scotland, tuition for citizens is not only low (about $4,000 a year in Scotland and up to $8,000 a year in Australia), but payment is deferred until graduates start earning money.
