Over the past decade, two competing priorities emerged in China: rights defense and stability maintenance.
"It's a very good start," said Jeffrey Nadaner, deputy assistant secretary of defense for stability operations.
"I think the physical expansion of ISAF is a dead letter because nobody wants to do it," said Joseph J. Collins, the deputy assistant secretary of defense for stability operations.
