In some of the suburbs, people have confessed to eating dogs and cats, and imams have even issued decrees saying it is religiously permissible.
"We are currently studying this legislative decree," said Dan McNorton, a United Nations spokesman.
The communiqué announcing the decree said it was inspired by similar regimes in Europe and elsewhere.
"You don't create capable and creative people by decree," said Leandro Tessler, institutional relations coordinator at the University of Campinas.
As a result, the decree said, the school had lost the right to call itself pontifical or Catholic.
Wednesday's decree said that Russian ministries would establish direct relations with their counterparts in the breakaway regions.
"This is following the letter and the spirit of the consent decree," said Jim Cullinan, a Microsoft spokesman.
Mr. Londoño, in announcing the decree, said the government would "safeguard with obsessive vigilance the respect for human rights".
The most senior woman in government, Nora al-Fayez, was sacked from her post as deputy education minister for girls, the decree said.
A government decree said that such shows "casually make up myths, have monstrous and weird plots, use absurd tactics, and even promote feudalism, superstition, fatalism, and reincarnation".
