The Balfour declaration, argued the Lebanese historian George Antonius, betrayed the understandings between Sharif Hussein and Sir Henry McMahon, Britain's high commissioner in Egypt.
But earlier this year in America, more than 2,000 economists, including six Nobel laureates, signed a declaration arguing that "there are many potential policies to reduce greenhouse-gas emissions for which the total benefits outweigh the total costs".
Mr. Graham, along with other lawmakers supportive of the declaration, argued that the president's declaration was within the jurisdiction of the National Emergencies Act, and was needed to address what the president and his supporters deem to be a crisis at the southwestern border.
