An administration official said "appropriate legal authority exists" for a full range of activities in Afghanistan, but he declined to say whether Mr. Bush had signed a presidential decision directive, a secret document that would specifically authorize covert activity.
Presidential Decision Directive No. 2, issued by President Bush in October 2001, requires that the federal government, in consultation with the higher education community, determine "sensitive areas of study" that should be off limits to students from certain nations.1 Even this is not a new concept.

Over the years, muddled Supreme Court decisions, plus directives from the George W. Bush administration, created great uncertainty about which waters were regulated.

There's an obvious appeal to being your own boss, particularly for those who have for years bristled at decisions and directives handed down to them while in the employ of others.
It also warned that while there was not a culture within the department that could be properly described as bullying, there was evidence that "well-intentioned decisions and directives have either been interpreted further down the hierarchy as bullying, or resulted in them being applied locally in an oppressive manner".
