The group, the American Bar Association, adopted the measure Tuesday in San Francisco at its annual meeting The resolution was sponsored by the New York State Bar Association, and only one speaker voiced opposition during debate on it, said Stephen P. Younger, president of the New York group.
"There was virtually no debate on it.
And he needs debate on it to ring out beyond the corridors of power.
"Planning to nationalize, starting a debate on it, is scandalous," she said.
In the House of Commons, debate on it began this week, prompting much interest and exaggerated nervousness in Brussels.
And Mr. Gore himself says he grew wary of the plan after hearing debate on it.

The first is to simply vote to table the House measure, which would likely inflame Republican senators, deprived of the right to have a substantial debate on it.
