This paper has presented results from a formative evaluation based on data record reviews as well as interviews with several groups of key programme stakeholders.
All questionnaire data, record reviews and direct observation of facilities were entered and analyzed using SPSS software (Version 18.0, Chicago, USA).
The data collected followed a typical multi-method health service evaluation and are reported in detail elsewhere [ 11]: they included key informant interviews with 75 facility personnel, completion of checklists, extraction of routine data, record reviews, focus group discussions, self-administered questionnaires and just over 2,100 patient exit interviews.
In a study by Sari et al., data of record review were compared with data submitted to a routine incident reporting system of the same patients [ 13].
Administrative (doses administered) data, coverage survey data, and vaccination record review data that are collected as part of a vaccine preventable disease outbreak investigation are considered by China CDC's Ethical Review Committee to be exempt from IRB review.
Data from record review and recommendations were tabulated monthly.
To assess these outcomes we will use a combination of measures collected from routinely collected data, medical record review and questionnaires (with 30-day follow-up).
Data from record review are reported on a maximum of 1030 and from health assessment on a maximum of 853; individual denominators differ owing to withdrawal and missing values.
Studies directly comparing various data sources in trauma are absent, but Fan et al., in their study of >10,000 Veterans Affairs patients, found comparable prediction of health-related quality of life when comparing routinely collected discharge data with record review and self-report [ 27].
The flow diagram for patient recruitment and data collection during the study is provided in figure 2. This research will use a variety of methods to assess study outcomes including the use of routinely collected demographic and clinical data, medical record review and questionnaires (see table 1).
