The British government, whose administration favors a light-touch regulatory regime, attempted during the council's early discussions this year to downgrade the data protection revisions to a voluntary recommendation.
Last month the Belgian data protection authority (DPA) issued a recommendation on this point.
A Facebook spokeswoman questioned the Belgians' authority but said it would review the study's recommendations with the Irish data protection commissioner.

After that, the agency will send its recommendations to the European Commission's data protection panel, which is scheduled to report back to Google by mid-July.
