Before schools open next September, the mayor has promised to replace 40 district superintendents who handled both curriculum and operational questions with 10 regional superintendents who will focus on instruction and 6 service centers to handle everything from hiring to bus schedules.
The problem of a constricted operational curriculum does not occur only in Bangladesh.
