All countries should destroy current stocks publicly and make it illegal to stockpile.
Arnold Vercken, the food program's manager for West Africa, said current stocks would last only through September and 17,000 tons of food are needed.
She urged the 53 member countries to donate food and other items to people in 10 affected countries because current stocks will last only through June.
"The problem is deeply inequitable with the rich countries having caused the bulk of current stocks of greenhouse gases and the poor countries being hit earliest and hardest - which means that the rich countries must take the lead," he said.
Mr. Greene, 38, and his companion and business partner, Doug Muller, 31, typically grow about 60 to 70 different plants on the group's two acres in Accord, N.Y., to keep current stocks strong and to discover new plants.
On Friday, local governments in Scotland were urged by the procurement agency, Scotland Excel, "not to use any current stocks they hold of frozen beef products, including frozen beef mince, or order any new stocks, until the outcome of further, detailed investigations".
