Rec 12: Support the paradigm shift required by a truly inclusive education system, particularly in terms of organisation of teaching and learning in school and the holistic and cross-sectoral support required by inclusion.
Cross-sectoral support for return: UNICEF will reach some 500,000 IDPs in the North, 100,000 returnees in the South, and 2.5 million from the general population with information on movement, health, protection and well-being issues, including information about their rights, and ensure Government and other stakeholders are organized to assist returns in a coordinated and organized manner.
The current 2012 2013 Country Programme addresses four sectoral areas – Health and Nutrition, Basic Education & Gender Equality, Water, Sanitation & Hygiene (WASH) Child Protection and Advocacy supported by cross sectoral programmes – Policy Advocacy & Social Protection, Communication, Monitoring and Analysis (ACMA).
Sectoral support implemented through the relevant ministries is in terms of technical and infrastructure support.

Furthermore, nationwide politically supported cross-sectoral QA has the potential to provide valid quality data on CRBSI for a complete health system.
It was thus essential that proposed research would be feasible, and that it supported cross-sectoral work in the best possible way.
Research areas that the expert panel did not consider as relevant to the National Five Year Development Plan, were not considered feasible, or not supporting cross-sectoral work, were excluded from the priority list.
