"critical tolerance" is a correct and usable phrase in written English.
It is often used to describe an attitude of being willing to accept differing opinions or beliefs, while at the same time discriminating between those that are valid, and those that are not. For example, you might say, "Joe has a critical tolerance for different ideas which allows him to separate fact from fiction, and make the best decisions for his team."
