For many thousands of people it is already far too late; elderly and disabled people who are struggling to meet the costs of care, or to get access to care for which they don't meet the increasingly restrictive eligibility criteria, will take little comfort from the assurances that work is ongoing.

A government spokesperson said: "We rigorously examine every licence application on a case-by-case basis against the international exporting criteria and will take the current Hong Kong disturbances into account in assessing future export licence applications".

Current trials are using molecular entry criteria, but it will take years before results become available.
