The Medicare withholding tax could be progressively structured and the credit capped to provide fairness.
The center estimates that eligible families would end up paying about only 30 percent of incomes on housing, and that even a modest renters' credit capped at $5 billion would lift 250,000 renters out of poverty, help 1.2 million of the lowest income renters and cut the number of poor households that spend more than half their incomes on rent by 700,000.
What's more, the state of New York kicks in a 25% tax credit capped at $5,000, to which the federal government through Energy Star adds a 30% tax credit capped at $2,000.
Our analysis of provisional results (for 2013 2016) for the EU forest reference levels under the Kyoto Protocol indicates that most of the anticipated 110 120 Mt CO2/year of forest credits (capped at 70 80 Mt CO2/year, equal to about 1.3% of 1990 EU total emissions) do not reflect real mitigation actions but mostly deviations from policy-assumed increases of harvest that failed to materialise.

Loan sharking is illegal in Britain, but there is no ceiling on high-cost borrowing — as there is, for example, in Germany and France, which have credit caps of around 16 percent and 20 percent.
Welby told Today he did not support regulation to curb payday lenders' activities, for example credit caps: "If we try and cap interest rates and drive the legal payday lenders out of business through regulation people become desperate – and there's no consumer choice in a lot of our deprived areas – will end up with the loansharks, who are just a totally different kettle of fish, very much worse".

Another problem is that by setting an arbitrary credit cap, firms can't factor in a customer's bad credit when setting rates.
Report contributor, Kitty Stewart from the London School of Economics, suggests the coalition's changes in the rules for claiming child tax credit, reductions in the childcare element of working tax credit, caps on overall benefits and changes to the local housing allowance have combined to hit low-income families hardest.
