To become an OGP member candidate, countries must meet minimum eligibility criteria: embrace a high-level open government declaration, deliver a country action plan developed with public consultation and commit to independent reporting on their progress going forward.
Based on a systematic literature review and the recommendations of an international group of experts [ 1], the Five-Countries Action Plan for Cannabis Research was adopted in April 2003.
The Five-Countries Action Plan for Cannabis Research from April 2003 stressed the need of a transnational trial to test an outpatient treatment of cannabis use disorder and associated problems (e.g., delinquency, psychiatric co-morbidity) among youth in the five Western European countries mentioned [ 1].
The OGP was formally launched on 20 September 2011 when eight founding governments – Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom and United States – endorsed an Open Government Declaration, and announced their country action plans.

Our study resulted in the development of templates to guide countries in identifying windows of opportunity, priority topics for policy briefs, and to develop country action plans for KT platforms (Additional file 2, Additional file 3 and Additional file 4).
