The council said the soil and rock slopes, which line the road, were "sufficient to engulf a small vehicle" if a slip occurred.
Over three years, the council trained her in cattle rearing, soil testing, horticulture and floriculture, then sent her for a week to observe a successful poultry and cattle farm in another part of Tamil Nadu.
In Ystalyfera at the weekend, landslips led to what council officials called a "dramatic movement" of soil and trees from the mountainside onto a road at Pantteg, Ystalyfera, in Neath Port Talbot on Saturday night.

Soil nails designed to stabilise the soil and rock slopes are also being tested, Dorset County Council added.
Measures include enhanced gates, soil embankments at boulders being placed at some sites, the borough council said.
The council estimates the slip at "hundreds if not thousands" of tonnes of water-logged soil.
