At a recent policy meeting held at the Institute of Physics between research councils and scientists, the Engineering and Physical Sciences Research Council suggested the worst-case scenario would see it rescind up to £135m of grants that have already been awarded.
"If what's happening is intentional and planned, then it's a conspiracy that I will not take part in," one member of the council, the political scientist Moataz Billah Abdel Fattah, wrote on Facebook, explaining his resignation and urging others to follow.
And for several years, he reported on a council of prominent scientists in New York who reviewed grant requests for medical research.
He has launched the Suez Canal development project, the development of roads and bridges, he has established the scientists' council, and has improved Egypt's image globally assuring co-operation with the international community.
The formation of a permanent bioethics council highlighted that scientists and doctors were no longer the sole arbiters of ethical expertise in their respective fields.
Noah Horowitz, the senior scientist at council, who conducted the 2011 study, said the new promises were inadequate.
"Halvorson would have probably won this district if the gun control issue hadn't intervened," said Dick Simpson, a former Chicago city council member and political scientist at the University of Illinois, Chicago.
Yet even in India, attitudes are changing.Manmohan Singh, its sagacious prime minister, has formed a powerful council of ministers, bureaucrats, scientists and businessmen to co-operate on the issue.
The research council's panel of scientists found that the level of uncertainty inherent in obtaining and analyzing temperature observations was almost as large as the disparity, so it was difficult to know.
"The current debate, unfortunately, is demoralizing and isolating our scientists," says council chair C. N. R. Rao, a chemist at Jawaharlal Nehru Centre for Advanced Scientific Research in Bangalore.
