And Mayor Michael R. Bloomberg said he wanted the administration to oversee all but the smallest Council appropriations.
"It's an off-line extra budget slush fund within the city's budget, and it's used at the discretion of the speaker," said Dick Dadey, executive director of the Citizens Union, who joined Ms. Quinn to overhaul the lobbying rules and is now calling for all future Council appropriations to be monitored by an outside agency.
Because the Assembly increased the council's appropriation for salaries and expenses this fiscal year, a chunk of a federal grant that used to pay for administration was freed up to pay for programming, said Kenneth Endick, chairman of the council's grants committee.
The council also appropriated $100,000 (equivalent to $ in ) for the construction with Wayne County and the remaining $3,400,000 (equivalent to $ in ) being paid by state and federal government appropriations.
"They allocated money to two things that didn't even exist," he said, referring the council's $80 million appropriation, which came in advance of incorporation filings with the state.
The move had been feared in the north but widely expected after lawmakers adopted budget language last month ordering that 25percentt of the arts council's $20 million appropriation for cultural projects, or $5 million, go to groups in the eight southernmost counties.
