Writing on Twitter, Israeli bloggers and journalists have tried to draw attention to the Australian report, sharing a copy of program posted on YouTube and photographs of the man identified as Ben Zygier by the ABC.
Symantec filed suit against Baltimore-based Maryland Internet Marketing in April, asserting it advertised unauthorized copies of programs including Norton SystemWorks, Norton AntiVirus and pcAnywhere via spam messages.
But the rules were sharply criticized by consumer organizations, which said they would force viewers to buy expensive equipment to make copies of digital programs and would give the studios greater control over what has been the ordinary copying of programs for home use.
The consumer groups contend that the rules will make it difficult for viewers to make copies of programs for later viewing and will make some of their current equipment obsolete.
F.C.C. officials and industry lobbyists said it would be ignored by current television equipment and would permit consumers to make copies of programs but not distribute them if the networks or studios so decided.
In some educationally advanced countries such as Australia, New Zealand, Canada, and the United States adults have long had opportunities to pursue part-time education leading to university degrees, but these programs have usually been carbon copies of programs offered to regular undergraduates.
"Companies that are selling millions of copies of programs might take fright at the potential exposure and leave the business," cautions Brad Templeton of the Electronic Frontier Foundation, a consumer-rights group.
