"Yes, reform is necessary and coordination of provider services needs improvement, but as our residents can attest, most adult homes strive to provide the highest quality of services in a caring environment," said Lisa Newcomb, executive director of the Empire State Association of Adult Homes and Assisted Living Facilities.
This relational approach to commissioning challenges the simple notion of a quasi-market and can, instead, be seen as an understandable strategy of local commissioners faced with securing services that require the coordination of multiple providers, where skilled clinical staff are scarce and in the absence of good information on outputs, quality or costs.
