This work is informed by the Joint Technical Commission for Oceanography and Marine Meteorology (JCOMM), an intergovernmental body of technical experts that helps international coordination on best practices for observing, data management and services, combined with capacity development expertise.
The Report also recommends some more targeted reforms designed to promote coordination and its benefits, including development of agency policies on coordination, sharing of best practices, ex post evaluation of at least a subset of coordination processes, and tracking of outcomes and costs.
Other challenges can include the lack of awareness of the global water crisis, coordination, sharing of best practices and political will, as well as the imposition of policy directives and technologies by foreign donors and implementers that can undermine local ownership and responsibility.
"Better coordination, less paperwork, sharing best practices – these sound dull but what they mean is using all we can for treatment, prevention and care, and helping save more lives.
And vast distance can hinder the dissemination of best practices and coordination of care.
Globally dispersed teams need a shared language in order to communicate effectively, whether their work involves the transfer of information, the sharing of best practices, or coordination on joint projects.
"We welcome stronger economic coordination on the basis of best practices, but we will always remain the master of our taxes, pensions and wages," said the Dutch prime minister, Mark Rutte.
The program is meant to increase opportunities for sharing ideas, resources, and best practices; reduce coordination costs; and tap into the pool of top experts in the field to address regional issues.
This coordination enables them to spread best practices, and encouraging them to establish new partnerships would have undeniable merits.
We think the identification of these estuary groups can foster sharing best practices and coordination of conservation activities amongst estuaries in any geography.
