The Development Cooperation Instrument (DCI) (2007 to 2013) is a European programme for poverty reduction, sustainable economic and social development and the integration of Central Asia into the world economy.
Accordingly, in its policies toward Central Asia, the bloc, as the indicative programmes of its Development Cooperation Instrument suggest (European Commission, 2007, 2011, 2014), primarily concentrates on the furtherance of regional collaboration and good neighbourly relations, improvement of living standards and lessening of poverty as well as energy, environmental and water projects.
Likewise, (Bossuyt and Kubicek, 2015: p. 178) note that the budget of the European Instrument for Democracy and Human Rights for Central Asia is relatively scarce and within the framework of the Development Cooperation Instrument, 60 90% of aid is devoted to poverty reduction, economic reforms and good governance.
The 'geographic' instruments provide aid through the Development Cooperation Instrument (DCI, €16.9 billion, 2007 2013), which must spend 95% of its budget on overseas development assistance (ODA), and from the European Neighbourhood and Partnership Instrument (ENPI), which contains some relevant programmes.
Through the Development Cooperation Instrument specific projects support civil society, private and public entities to build capacity and prevent labour rights abuses with remedial and accompanying measures.

Under the Development Cooperation Instrument (DCI)(1) the Commission has adopted a programme having as one of its objectives to enhance transparency and traceability in the cotton, textile and garment value chains.
The Central Asian states receive funding from the Development Cooperation Instrument (DCI): EUR 1 028 million for 2014-2020 (up from EUR 750 million for 2007-2013), whincludesudes both bilateral assistance and regional programmes (EUR 360 million).
Funding under the Development Cooperation Instrument for 2014-2020 amounto to EUR 653 million and is focused on rural development, education, good governance, human rights and the rule of law.
