A much needed first step is, therefore, building a clear conceptual framework that defines and differentiates IHPs and starts to build indicators and models linking the values underpinning partnership working to their benefits and effectiveness in institutional strengthening and capacity building along with identifying their niche within the development cooperation field.
I hope that this toolkit will become an important resource for colleagues in EU headquarters and delegations and across the international cooperation field in ensuring that they take children's rights into account in all areas of their work, so that we continue to ensure our work helps those who need it most.
