The phrase "conventional by" is not correct and usable in written English.
It does not make sense as a standalone phrase and has no set meaning. If you are trying to say something like "conforming to convention (or societal norms)," you would use the phrase "in accordance with." For example, "He lived his life in accordance with conventional values."
