Other providers remarked that patients' pain complaints/pain scores often did not correspond with their behavior during the visit, which contributed to provider skepticism about the amount of pain patients were experiencing and reluctance to prescribe opioids: [I have patients who report that] their back hurts all the time, but then they jump right up onto the exam table, I don't get that.
In addition, evidence derived from assessing the system's responsiveness contributes to providers' accountability, which can augment end-users' support and confidence in the reform initiatives [ 1- 3, 5].
Lack of understanding of how MgSO4 should be administered and persistent concerns about side effects, despite evidence of the drug's safety in low-resource settings, also contribute to providers' reluctance to administer the drug [ 21].
Studies have shown that inappropriate policies or lack of clinical protocols contribute to providers' lack of competence and confidence in the use of MgSO4 in the management of severe PE/E [ 31].
As shown in Figure 3, these strong, formal restrictions to dual practice trigger provider protests and resignation, and contribute to provider migration, both of which compromise the supply of government health providers.
Factors that favourably contribute to provider acceptability are: active participation or involvement implementation, adaptation and constant revision of the CPs; integration of the CPs in activities related to continuous medical education; and relevance to the local context, such that the CPs and the type of population that seen in the clinical setting coincide.
