If the problems continue, the agreement allows the Justice Department and the others to file motions to reopen their lawsuits with Judge Frank J. Polozola of Federal District Court in Baton Rouge.
For example, Richard Fimbres, a member of the Tucson City Council who is usually more concerned with improving city streets than with the minutiae of international trade law, recently sponsored a resolution asking the Commerce Department to continue the agreement.
The WRU's board of directors met on Thursday to consider its response to the failure of the regions to meet a 31 December deadline to continue the agreement until 2019.
"Under these conditions," he continued, "the agreement that you will be able to reach is dangerous from a diplomatic point of view and has the potential to cause a split in the people, a split from which, God forbid, there will be no turning back".
"For as long as such arbitrary acts and oppression of foreign forces continue, the security agreement with the United States will not be signed," he said.
A 2009 referendum to continue the labor agreement was supported by nearly 60 percent of Swiss voters, but in Ticino, 66 percent voted to reject it.
"In contrast," he continued, "the Iran agreement explicitly covers all four pathways to a bomb".
"Until such aggression and arrogance by foreign troops on our people continues, the security agreement with the United States of America will not be signed," he said.
The warming is forecast to continue, and the agreement reached outside Paris promises that efforts to address it — including more conferences in the years ahead — also will continue.
