In terms of the work context, specialists in the private sector were often noted to have to 'sell availability', that is, be 'on the end of the phone' whenever required by a patient.
Therefore, in terms of service delivery, the eye health system staff did not work outside the context of specialist eye units (either in the secondary hospitals or the specialist clinics).
