An HSE spokesman said: "We broadly support the principle of a temporary planning consent for 2014 alone, to complete relocation of the event beyond HSE's consultation zones around the BP Forties pipeline.
"It has been made clear by the applicant that they are seeking an alternative site outwith the pipeline consultation zones but unfortunately they have not been able to secure a site to host the event in 2014 at this time, hence the submission of this further application".
Formal consultation on zones in Bower Ashton and Cotham north will begin next month, while views will be sought on the Redland scheme in October.
Launching its consultation on clean air zones to be introduced in Birmingham, Leeds, Nottingham, Derby and Southampton, the environment department said air pollution killed 50,000 people each year at an annual cost to society of £27.5bn.
The tours, carefully conducted by the Defense Department, generally include visits to the Green Zone for consultations with U.S. and Iraqi officials, trips to forward operating bases and joint security stations involved in Petraeus's new counterinsurgency program, and heavily guarded tours of open markets, often in Anbar province, where a U.S. alliance with Sunni sheiks has calmed the region.
"These include the council's city centre vision which aims to encourage walking and cycling in the city, as well as our current consultation on low emission zones".
In the case of the Sydney marine park, the government caved on no-fishing zones before the consultation period had even finished.
It follows criticism by councillors and residents over the roll-out of the zones and the consultation process.
The consultation on delaying the low emission zone had originally been due to be completed three days before the report on airborne pollution and mortality had been published.
Bishop drew a sharp rebuke from China when she criticised its decision to impose the air-defence zone without warning or consultation, but she denies she overstepped the mark.
"What has been done here is the elimination of attendance zones basically without any consultation or approval," she said.
