"consultation level" is a correct and usable phrase in written English.
It can be used to refer to the type of interaction between two or more people in which ideas, suggestions, and opinions are shared in order to reach a conclusion or solution. For example, "The team held a consultation level meeting to discuss the best way to approach the task."
