"The transparent peer review process will encourage constructive feedback from experts," the Wellcome Trust's press release reads, "[focusing] on helping the authors improve their work rather than on making an editorial decision to accept or reject an article".
They represent informed public opinion better than other social research methods (e.g. surveys or focus groups) because they give participants factual information, bring them into a structured and constructive dialogue with experts, provide them with time to reflect and deliberate, and allow them to represent their views directly to policymakers.
