The Attorney General, in consultation with the Director of National Intelligence, shall adopt querying procedures consistent with the requirements of the fourth amendment to the Constitution of the United States for information collected pursuant to an authorization under subsection (a).
Their recommendations include four considerations: constitution of the expert panel; information presented to experts; decision process (e.g. classification or case definition); and validity of the expert's diagnoses (e.g. agreement testing).
Within a future constitution of information, and the institutions that it proposes, there must be a complex separation of powers wherein information is monitored, and its abuses controlled, or punished, according to a meticulous, painfully negotiated, agreement that follows the principles of transparency, accountability and the maintenance of a commons for the benefit of ordinary people.

All employees of all of the security services, including the new Counter-Terrorism Police (TEK), the new Parliamentary Guard, the Office for the Protection of the Constitution (domestic intelligence), the Information Office (foreign intelligence), the National Security Expert Service (signals intelligence), the Military National Security Service, and the internal affairs unit of the police.
One essential assumption behind the constitution of information should be, following David Brin's argument in his book The Transparent Society (1998) that privacy will be extremely difficult, if not impossible, to protect in the future in light of technological evolution.
The Constitution of Information.
We need to hold an international constitutional convention in which we can draft a binding global "constitution of information" that will address the consequences of the information revolution.
These could profile the temperature and gross composition (methane/ethane) and providing information on the constitution of the seabed.
