A spokesman from the Lancashire constabulary confirmed they had found nothing after checking CCTV.
They noted that the police watchdog HM Inspectorate of Constabulary (HMIC) provides regular information on policing, checking and verifying data provided by forces through inspections.
Most important, the Home Office left the door open to further misrecording by rejecting strong advice from HM inspector of constabulary to use "robust and independent" audits to check the figures and to make the counting rules legally binding.
In July 2000, HM Inspector of Constabulary reported that in 11 forces which his staff had checked, just about a quarter (24%) of all reported crimes had been misrecorded, either through genuine confusion or deliberate concealment.
