NGOs, who include the Zoological Society of London, Traffic, WWF, Wildlife Conservation Society, Fauna and Flora International, the Nature Conservancy, Conservation International, the IUCN, are feeding their findings from the conference into another meeting hosted by the UK government on Thursday.
The new finding brings hope that the bird might propagate beyond Japan, said Jessica Hardesty Norris, director of the Seabird Program at the American Bird Conservancy, a conservation organization.
"The money follows the sand; you put the sand on the beach, and the money goes away," said Tim Eichenberg, a lawyer for the Ocean Conservancy, a conservation group.
Chris Kuehne, president of the Pound Ridge Land Conservancy, said: "Conservation easements are one of the few really good tax breaks left for landowners in the U.S. The I.R.S. hasn't really challenged any of the ones in this area yet".
In 1972, the Catalina Island Conservancy, a conservation and education non-profit, took control of 88% of the island, and the bison too.
Helcio Souza, the Coordinator of The Nature Conservancy's Conservation in Indigenous Lands Strategy in Brazil, was well attuned to this impending collision of interests when he began the Dialogue Initiative in 2012.
The Nature Conservancy, a private conservation organisation that owns most of the island, decided in the 1980s to shoot the sheep, even though they were a rare breed.
The Nature Conservancy, an American conservation group, has worked with local governments and indigenous minorities to help develop low-impact, sustainable tourism in the Wenhai and Lashi area.
The preserve, which stretches across some 60 square miles of the Osage Hills, is owned and managed by the Nature Conservancy, a private conservation group.
"The unfortunate part was that very few of these recommendations were actually acted on," said Marci Bortman, the Nature Conservancy's marine conservation director.
The state will pay the bulk of the cost, and the Nature Conservancy, a private conservation group, has agreed to contribute $10 million, pending a vote by its national board.
