The word “consequent” can be used as an adjective, meaning “following as a result” or “logically following”, but the phrase “consequent in” does not make sense. For example, you could say “The rise in pollution has had a consequent effect on the health of the population”, but you cannot say “The rise in pollution has had a consequent in effect on the health of the population.”.
